Position Summary
The Indirect Procurement Manager leads end-to-end indirect procurement and capital expenditure activities for Malaysia, driving Procurement Management Transformation (PMT) initiatives, sourcing, supplier negotiations, vendor management, cost savings, and the procure-to-pay process. The role collaborates with regional, global, and local stakeholders to execute procurement strategies and represents the indirect procurement function across Malaysia, Indonesia, the Philippines, and Vietnam, supporting regional reporting and strategic initiatives.
Responsibilities
- Lead the local indirect procurement activity to manage an annual spends of indirect commodities and capital expenditures.
- Leverage the purchasing power by consolidating business volume of categories across Brands, Corporate Departments at country level.
- Attain year-on-year saving targets of different PMT initiatives, ensure local adherence to PMT saving methodology.
- Track and validate the saving reported by local suppliers, seek approval from the internal stakeholders and report to Regional Indirect Procurement team.
- Govern the execution of Global Procurement Policy, ensure the Policy is best adapting to local requirements in terms of business, cultural, legal, regulatory and economical from time to time.
- Co-lead strategic sourcing process, (e.g. RFI/RFQ/RFP), bid evaluation, supplier selection by using the category management methods.
- Work with Regional Indirect Procurement to establish local cross-functional teams in country to deploy CMT strategies.
- Increase spends visibility to engage procurement influence earlier in specification design and decision making stage.
- Introduce robust metrics to optimize local sourcing practices, examine procurement function’s effectiveness in areas of risk management, supply chain security, sustainability and innovation.
- Ensure high quality of goods and services, reduced supply continuity and contractual risks in the supply of commodities.
- Responsible for briefing the stakeholders (internal customers) on deployment plans, activities, timelines, and their respective roles/responsibilities.
- Maintain contract repository of locally signed legal agreements.
- Participate in resolutions of any issue or dispute, escalate issues early and appropriately.
- Evaluate supplier capabilities and establish sources for new technologies and markets as driven by business requirements.
- Measure and manage the overall performance of suppliers implemented with KPIs.
- Drive supplier collaboration and innovation; maintain close relationship with key strategic suppliers.
- Pro-actively provide market/ supplier intelligence to the Regional Indirect Procurement team (Hong Kong based) for PMT initiatives driven regionally or/and globally.
- Communicate extensively the progress of projects, issues, and benefits of the initiatives with internal stakeholders and Regional Procurement team.
- Lead, coach, develop, train and motivate the local buyer networks.
Requirements
- Bachelor's degree; tertiary or equivalent 5-7 years of work experience of relevant procurement experiences in multinational corporations, preferably in a managerial role.
- Professional recognition in purchasing or procurement (e.g., ISM CPM) is desirable but not essential.
- Proven fluency in written and spoken English.
- Demonstrated successful results in managing purchasing activities within a market for mixed categories.
- Excellent time management, project management and organizational skills. Self-starter, capable of working independently/ remotely without close supervision.
- Proven ability to manage internal and external parties to ensure successful and professional purchasing activities.
- Self confident and self aware. Seeks personal improvement and adapts behavior to feedback and experience.
- Good negotiation skills.
- Diplomacy with strong listening and analyzing skills.
- Willingness and openness to change processes.
